Vanguard has been a pioneer in the introduction and popularization of low-cost index mutual funds.  Vanguard is structured uniquely in that it is owned by the funds (and therefore the investors) themselves, rather than as a for-profit company with outside owners, allowing it to maintain the lowest possible costs in all its funds.
